problem with some skils pls help

i have some problems with some skils after i lern them max lvl and i log out the skils go back to low lvl can u do somthing
i have bow mastery rapid shot log range . and if u fix this can u make them max lvl againe pls coz it cost 2 much sp to make them max a 3 time

they are not the only skills with this problem i have the same problem with the passive skills: boost hp and fast hp recovery
