Zaken instance
Admin lei que se necesitaban 5 partys para entrar a zaken, no interesaba el lvl, armamos las 5 partys, hicimos el command chanel como se ve en la imagen. 5 partys hechas y unidas, en los 2 aparece lo mismo, lo mismo que te dice cuando le pones quest a cualquier npc que no tiene quest para activar y no podemos entrar.
Adjunto la foto de las partys, los 10 players en el mismo lugar y unidos por command channel. Si podes verifica de nuevo esa parte.

Pues es cierto......
No se si ese sobrepeso que tenias afecta al aceptar la instancia, pero la verdad es que estaban las 5 partys.
Acabo de revisar la quest, y no te puedo asegurar si se refiere a 5 Partys unidas por Command Chanel o a una simple party de 7 players.
Te recomiendo que intentéis las dos opciones.
Pero lo que si estoy seguro es que diferencia entre día y noche y es de noche cuando podéis acceder a esta instancia.
También intenta no tener sobrepeso ni mas del 80% del inventario lleno, eso te puede impedir el acceso tambien.
Aquí os voy a dejar una copia del script de Zaquen, espero que os valga de algo

no deja, el siguiente texto "you are either not on a quest that involves this NPC, or you don't meet this NPC's minimun quest requirements" es el mismo texto cuando intentas dar quest a un npc cuaquiera y que no estas relacionado.
